Toronto Arts Council
Toronto Arts Council (TAC) is Toronto’s city-wide arm’s-length public funding body for the arts, founded in 1974. It distributes approximately CAD 25 million annually—funded by the City of Toronto—through accessible, peer-reviewed grants that support both individual artists and arts organizations. These grants enable diverse projects, from festivals and exhibitions to workshops and performances, reaching over five million residents annually.
TAC’s peer review process, administered by panels of artists and arts professionals, ensures artistic excellence and integrity. Recommendations are reviewed by the CEO and Board of Directors, with comprehensive reporting provided to City Council and the public, promoting transparency and accountability.
In addition to discipline grants—such as theatre, music, media and dance—TAC offers strategic programs like community arts, creative projects in libraries and parks, and support for Black arts and accessibility initiatives. These reflect their priorities around equity, accessibility, and city-wide cultural access.
As of spring 2025, TAC operates in close collaboration with the Toronto Arts Foundation under a joint banner, Toronto Arts, enhancing coordination between public granting and private-sector support such as awards, mentorships, and public arts access. The Foundation raises private funds that complement TAC’s public grants.
TAC stays attuned to the city’s cultural needs through strategic plans and advocacy. A strategic plan guides up to 2025, while ongoing research—like “The Case for the Arts”—quantifies the economic and social impact of funding, including job creation, GDP contribution, and community well-being.
